While the Congressional Budget Office adjusted its prediction and now says more beneficiaries will retain Medicaid once the unwinding period ends, KFF’s analysis still shows more than 23 million enrollees have lost coverage since the process began April 1, 2023 and nearly 70% of those disenrollments were due to administrative reasons. The Connecting to Coverage Coalition (CCC) has published a new policy paper detailing key lessons learned during the unwinding, including what tactics worked especially well, how to address historic disenrollments in the immediate aftermath, and which enrollment flexibilities provided by CMS should continue beyond this period.

Policies that maximize automatic or paperless renewals based on information showing continued eligibility, expand data collection and transparency, and facilitate alignment across programs are crucial strategies for protecting health coverage during and beyond the unwinding period, thereby promoting America’s health and well-being. April 8, 2024 Contact: [email protected] The Connecting to Coverage Coalition (CCC) (http://www.connectingtocoverage.org) applauds the Centers for Medicare & Medicaid Services (CMS) for implementing key measures aimed at maintaining enrollment for individuals eligible for Medicaid and the Children’s Health Insurance Program (CHIP), as well as assisting those who are no longer eligible with securing alternative health coverage options through the federal or state-based Marketplace, Medicare, or employer-provided coverage. We recognize this has been a multi-year planning and implementation process, with much of the heavy lifting occurring at the state level, with “all hands-on deck” support from a myriad of partners. While much work remains to support individuals through the redetermination process, the member organizations of the CCC are pleased to see these important steps and look forward to partnering with CMS and states to further assist individuals and families. A coalition of providers, insurers and beneficiary advocates want CMS to continue publicly sharing Medicaid redetermination data long after the post-pandemic renewals period ends, as well as consider stratifying these data to show differences between race, ethnicity or population. The Connecting to Coverage Coalition (CCC) (http://www.connectingtocoverage.org) today wrote the Centers for Medicare & Medicaid Services (CMS) to request that it continue to work with State Medicaid agencies to publish and distribute publicly available data to help inform the Medicaid redetermination and renewals process (“unwinding”). Given the value the currently-publicized information has added to the process, the CCC also requested that CMS continue to collect and publish its data following the end of the Medicaid unwinding.
